Plan for Post-War Occupation of Iraq Takes Shape

The Pentagon develops plans for a post-war U.S. military occupation of Iraq, with Gen. Tommy Franks initially in charge of the country. Secretary of State Colin Powell tells Congress U.S. military control would last as briefly as possible. NPR's Michele Kelemen reports.
