With American and British troops massing near Iraq's border and naval flotillas assembled in the Persian Gulf, U.S. defense officials say the military apparatus required for a possible war with Iraq is now in place. Meanwhile, Baghdad has yet to respond to a U.N. letter demanding that it destroy a stockpile of Al Samoud 2 missiles. Hear Michael O'Hanlon of the Brookings Institution.
