N. Korea Tests Missile on Eve of S. Korean Inauguration

North Korea launches a short-range missile into the Sea of Japan, hours before foreign officials, including U.S. Secretary of State Colin Powell, gather in Seoul to for the inauguration of President Roh Moo-hyun. NPR's Eric Weiner reports.
