NPR's Emily Harris reports from Berlin on last night's meeting there between German Chancellor Gerhard Schroeder and French president Jacques Chirac. Germany and France, joined by Russia, submitted a memorandum to the U.N. Security Council yesterday laying out a plan for the step-by-step disarmament of Iraq through weapons inspections.
