First Responders Say They're Ill Equipped for Terror

The government raises the terror alert level to Code Orange, and officials warn that an attack is likely. But emergency personnel warn they're not adequately prepared to deal with another terrorist assault. They still lack the right equipment and training for chemical, biological or radiological attack. NPR's Pam Fessler reports.
