Senate Defeats Arctic Refuge Oil Drilling

The Senate narrowly defeats wording in a spending bill that would have permitted oil and gas exploration in Alaska's Arctic National Wildlife Refuge. The votes of eight moderate Republicans help defeat the provision. NPR's David Welna reports.
