In testimony Thursday from Baghdad, Ambassador Ryan Crocker said the troop buildup is showing some gains in reducing sectarian violence in the Iraqi capital.

The top U.S. diplomat in Iraq also told a Senate panel that the mood of fear in Iraq needs to "be replaced with some level of trust" if the country is going to move forward.
