The Bush administration works to bring together Iraqi exiles and Saddam critics to discuss plans for a future government. The Pentagon promotes as a possible leader Ahmed Chalabi, an American-educated banker and leader of the exile Iraqi National Congress, but critics say he is unlikely to win widespread support within Iraq.
