President Thabo Mbeki announces South Africa will pay reparations to 19,000 victims of apartheid. Those who testified before the Truth and Reconciliation Commission will receive $3,900. NPR's Melissa Block talks with Ofeibea Quist-Arcton, correspondent for AllAfrica.com in Johannesburg.
