President Bush turns to domestic issues, hoping momentum from the war in Iraq will help win battles with Congress over the size of a federal tax cut and other issues at home. He's also trying to learn from his father's negative experience after the 1991 Gulf War as he plots strategy. NPR's Mara Liasson reports.
