France Proposes Lifting of 'Civilian' Sanctions Against Iraq

France's U.N. ambassador Jean-Marc de la Sabliere calls for the immediate suspension of U.N. sanctions targeting Iraqi civilians, but says the "oil-for-food" program, which collects Iraq's oil revenues, should be kept under U.N. control for the time being and then phased out. But the United States reacts coolly to the proposal, saying all sanctions should be lifted. Hear NPR's Michele Kelemen.
