Humanitarian Relief Effort for Iraq

The United States is taking responsibility for the humanitarian relief that will follow the war in Iraq. This arrangement is creating some concern and uncertainty on the part of organizations that usually provide humanitarian aid, as NPR's Richard Harris reports.
