U.S. Secretary of State Colin Powell says the Bush administration should proceed with diplomatic talks to persuade North Korea to abandon its nuclear arms ambitions. But North Koreans reportedly implied they already have nuclear weapons — news that could split the U.S. camp. NPR's Michele Kelemen reports.
