OPEC to Cut Output, Raise Production Limits

OPEC members agree to "temporary" production cuts, while raising official production limits. Some see the move as an effort to take over Iraq's share of OPEC output. Some oil production has resumed in Iraq, but it's mostly for domestic consumption. NPR's Nick Spicer and NPR's Steve Inskeep report.
