Bush to Declare End of Major Combat in Iraq

Bush to Declare End of Combat President Bush will address the nation Thursday from a Navy aircraft carrier to say that major combat in Iraq is over and to formally declare the beginning of the rebuilding phase, White House spokesman Ari Fleischer says. But Fleischer says the president will not declare victory in Iraq, nor say the war is over. Hear NPR's Don Gonyea.
