Iraq Oil Ministry Gets New Chief

U.S. and British administrators appoint a veteran Iraqi bureaucrat to head the nation's oil ministry. And plans are announced to temporarily divide Iraq into three regions for purposes of military supervision by U.S., British and Polish troops.
