U.S. officials in Baghdad appoint an Iraqi oil official and a retired American oil executive to lead Iraqi's Oil Ministry. Thamir Abbas Gadhban, former head of planning at the oil ministry, will be the ministry's CEO, while Philip Carroll, former head of Shell Oil Co., will head the ministry's advisory board.
