NPR's Andrea Seabrook reports on Ways and Means Committee Chairman Bill Thomas, who crafted the House alternative to President Bush's tax cut plan. Thomas's plan calls for $550 billion in tax cuts over 10 years, compared to the $726 billion the president requested. The Senate version calls for $350 billion in tax cuts.
