Ballot Initiatives Exacerbate State Budget Gaps

States across the country are struggling to close budget shortfalls totaling more than $50 billion. The problem is particularly acute in many Western states, where ballot initiatives on taxation and spending have tied legislators' hands. NPR's Ina Jaffe reports.
