Iraqi City Takes Step Toward Democracy

In the Iraqi city of Kirkuk, a small group votes to form a municipal council in a process managed by U.S. overseers. One U.S. officials calls it "a selection process with a sprinkling of democracy." Hear NPR's Scott Simon and NPR's Ivan Watson.
