Proponents of school voucher programs mount a nationwide fight to change clauses in state constitutions that ban giving parents taxpayer money toward tuition at religious schools. The pro-voucher movement gained momentum after a recent U.S. Supreme Court ruling that voucher programs do not violate the federal Constitution. NPR's Barbara Bradley Hagerty reports.
