NPR's Legal Affairs Correspondent Nina Totenberg reports on Tuesday's hearing at a federal appeals court in Richmond, Virginia, involving the case of Sept. 11 terrorism suspect, Zacharias Moussaoui. Moussaoui is seeking permission to interview a senior al Qaeda operative. Now the court has to decide whether the prosecution of Moussaoui continues in civilian court or is transferred to a military tribunal.
