New DOJ Guidelines Ban Racial Profiling

The Justice Department issues the first federal guidelines prohibiting racial profiling. The rules, which make a distinction between routine law enforcement and work involving national security, do not apply to an anti-terror program requiring the registration of Middle Eastern males.
