The towns of Kent, Iowa, and Larson, North Dakota, have decided not to be; apathy and discord have caused Kent's 52 residents and Larson's 16 to "unincorporate." NPR's Scott Simon speaks with Van Norby and Florence Lucas, two lifelong residents of these modern-day ghost towns.
