The Senate Agriculture Committee prepares to debate President Bush's Healthy Forest Initiative, which would allow federal agencies to quickly thin out public forests as a way to reduce the risk of wildfires. But environmental groups and some Western governors say the plan doesn't do enough to protect at-risk communities. Hear NPR's Elizabeth Arnold.
