President Bush's recent tax cut has made $20 billion available to help ailing federally-funded state programs. The states have been suffering from the rising costs of programs such as Medicaid. NPR's Greg Allen reports from Kansas City, Missouri, where Medicaid takes up one-sixth of the state's billion-dollar budget.
