Following the Sept. 11 attacks, many businesses expected a surge in spending on homeland security, but so far federal funds have been slow in coming. While the Department of Homeland Security gets organized, security technology vendors are partnering up in preparation for the coming spending boom. NPR's Pam Fessler reports.
