Endangered Species
NPR's John Nielsen reports on the controversy surrounding the Endangered Species Act. The act was intended to steer development away from lands that contain rare plants and animals, but it has provoked numerous lawsuits by environmental activists and business groups. Both sides in this conflict agree that the "critical habitat rule" is not working, but they disagree on the solution.
