Election officials across the country say they may not be able to replace outdated voting equipment and implement other reforms in time for the 2004 elections. Congress mandated the changes last year in an effort to fix systemic problems that plagued the 2000 presidential election. But federal funds have yet to be distributed. NPR's Pam Fessler reports.
