Diplomatic relations between Italy and Germany are strained after Italian Prime Minister Silvio Berlusconi tells a German lawmaker he should play a Nazi concentration-camp guard in a film. Berlusconi's comment came during a stormy debate marking the official start of Italy's turn as president of the European Union. Hear NPR's Sylvia Poggioli.
