NPR's Tavis Smiley talks with Rep. Elijah E. Cummings (D-MD), chair of the Congressional Black Caucus. Cummings turned down an invitation to meet with President Bush, along with a group of other members of Congress, for a briefing on his trip to Africa. Cummings turned down the invitation because he says the president has refused to meet with the caucus despite repeated requests over the past 2 1/2 years.
