Davis Recall Effort Nears Certification

California's secretary of state is expected to certify Wednesday night a proposal to recall Gov. Gray Davis. Lt. Gov. Cruz Bustamante says he will set a recall election date within 24 hours of receiving the certification. But the recall ballot may not include a second question to select Davis' successor.
