California Budget Crisis Deepens

After operating for weeks on borrowed money, without a state budget, California had its bond rating lowered this past week. The state's fiscal and political problems include a $38 billion deficit and an Oct. 7 vote on recalling Gov. Gray Davis. NPR's Scott Horsley reports.
