Eleven Texas Democrats flee to Albuquerque, N.M., to deny Republicans in the state Senate the quorum needed to pass a GOP-backed congressional redistricting plan. Republicans ask their colleagues to return to a special legislative session in Austin, but Democrats vow to stay away as long as it takes to kill the plan. NPR's Wade Goodwyn reports.
