Senate Approval of Energy Bill Strategic Move for GOP

The Senate wrapped up its summer session Friday with speeches and news conferences, many of them devoted to explaining a rare maneuver executed to save debate on an energy bill late last night. In essence, the Senate Republican leaders scrapped their own energy bill and passed the same bill that Democratic leaders had passed last year. NPR's David Welna reports on the strategic thinking behind this tactic.
