U.S. Rep. Darrell Issa (R-CA), who bankrolled the effort to force a vote on the recall of Democratic Gov. Gray Davis, announces he is no longer a candidate to replace Davis. Issa's withdrawal follows Wednesday's decision by actor — and fellow Republican — Arnold Schwarzenegger to enter the race. And Lt. Gov.
