Liberian President Charles Taylor insists he will step down Monday and hand power to his vice president. But the rebels who have engaged Taylor's forces in a bloody civil war say they won't accept his hand-picked successor. Hear NPR's Jason Beaubien and NPR's Steve Inskeep.
