As Congress prepares to renew a federal law that guarantees an education to students with disabilities, the debate largely focuses on issues of discipline. Some educators want more flexibility to remove dangerous students. But parents worry this will make it easier to kick disabled students out of school. Hear NPR's Larry Abramson.
