Liberians Await Taylor's Next Move

A West African peace force restores a semblance of order in Monrovia, but fighting and turmoil persist outside Liberia's capital. President Charles Taylor has said he will step down Monday, but the rebels who oppose him are reluctant to accept Vice President Moses Blah as a new leader.
