In the minds of his critics, Attorney General Alberto Gonzales ceased to be effective long ago. News of his resignation came early Monday, ending a career arc that ran from the Texas Supreme Court to White House Counsel to the Justice Department.

But the move may allow the White House to find new cooperation with Congress.
