We talk with Karen Schaefer, a reporter with member station WCPN in Cleveland. At the height of the blackout, more than a million people in Cleveland were without water as a result of the outages. The lights are on in most of Cleveland and water is being restored. Rolling blackouts were imposed in and around Cleveland Friday afternoon to prevent overloading the recovering regional power system.
