Investigators are still trying to pinpoint the cause of Thursday's massive power outage. Experts rule out some early theories suggesting a lightning strike and a plant failure in New York City were to blame. Meanwhile, lawmakers propose steps to prevent a similar blackout from happening in the future. NPR's Scott Horsley reports.
