Awaiting six-way talks on its nuclear ambitions, North Korea seeks a U.S. non-aggression pact and formal diplomatic recognition. Without such a deal, the reclusive nation says it will continue to pursue nuclear arms. The diplomatic issues for the Bush administration are complex and thorny.
