NPR's Renee Montagne talks with Ishbel Matheson, BBC correspondent, about the results of the first ever multi-party elections in Rwanda. President Paul Kugame did win by a questionable landslide, but Ishbel Matheson says the election may be proof that the country is slowly moving towards democracy.
