Iraqi Council to Appoint Ministers

Six weeks after its formation, Iraq's governing council nears the selection of Cabinet ministers. The creation of a Cabinet is seen as a key step toward reconstruction, and U.S. officials say a visible Iraqi role in governance could reduce hostility toward American-led forces.
