Spending Showdown for White House, Congress

The House and Senate return from a month-long break. Progress and funding the war in Iraq tops lawmakers' agenda. But spending on such domestic needs as education and health care will be considered as well. President Bush has already threatened vetoes on appropriation bills exceeding the budget he sent Congress.
