Hate Crimes, the Law and Punishment: Part I

This month, the U.S. Senate is scheduled to begin debating the Local Law Enforcement Enhancement Act of 2003. The bill would authorize federal government assistance for local communities to better prosecute hate crimes. In the first of a two-part series, correspondent Phillip Martin examines hate crimes, laws and punishment.
