Troops received a letter Friday from Army Gen. David Petraeus, saying President Bush's troop surge in Iraq "has not worked out as we had hoped" because of unsatisfactory political progress made by the Iraqi government. However, he also cited gains made during the surge. Ann Garrels speaks with Scott Simon about the troops' reaction in advance of Petraeus' report to Congress.
