NPR's Richard Gonzales reports that while the closing days of the California legislative session are always hectic, the possible recall of Democratic Gov. Gray Davis in October has prompted a frenzy at the Capitol in Sacramento. Democrats want to pass bills while they still have a Democratic governor, and Davis wants to shore up his traditional constituencies, such as unions and environmentalists.
