Lawyers submit briefs to the 9th U.S. Circuit Court of Appeals on whether the court should review its decision to postpone California's recall election, which had been set for Oct. 7. The court, based in San Francisco, has a reputation for making provocative rulings that are later overturned by the U.S. Supreme Court.
